Why HASN’T Moyes signed his contract with Everton?

2
This season has been a poor one for Everton, and their abject state was compounded on Saturday with a dire 2-0 loss to rivals Liverpool at 'fortress' Goodison. Premiership Prospectus 2008/9 -- Everton

2
2007/8 Review

Everton enjoyed another very good season under the stewardship of David Moyes, flirting with Champions League qualification for much of the campaign before finishing fifth. This was despite Everton allowing opponents more attempts on goal than they themselves created. The Toffees were able to overcome this imbalance thanks to some very sharp finishing from their strikers, dead ball prowess, and excellent goalkeeping from American Tim Howard. The Toffees pulled of a win in the 87th beating the Rapids on Sunday and leaving the US with a 1-1 record. They looked much fitter then they (reportedly) did against Chicago, so I guess they adapted to the air quicker than I hoped they would.
