Tax Credit for Stadium Approved

Great news for all Wizards fans today. Today we are 1 step closer to Hillcrest Road becoming a reality.

Today the Missouri Finance Board has approved the $30 million tax credit for Lane4 and OnGoal for the Three Trails development at the old Bannister Mall site. The news comes from the Wizards Executive Vice President, Greg Cotton on Bigsoccer. Click to continue reading...

Stadium Money Update

The KC Business Journal has broken the news on the Bannister Mall situation today. The Journal is reporting that the Missouri Development Finance Board is set to approve the $30 million for the Three Trails redevelopment. Included in the development is the Wizards soccer specific stadium. The board and Three Trails Redevelopment LLC (with OnGoal LLC) have reached an agreement on the amount of square footage that needed to be developed to avoid the clawback clause. Reason for Development Delay

The KC Business Journal has an article for paid subscribers up on their website about the reason for the delays in the 3 Trails Project, including the Wizards soccer specific stadium. You can at least read a portion of the article and get an idea as to why. It would appear that the main reason for the delay is the fact that there is a disagreement between the developer and the state on the amount of square footage that would need to be developed to avoid a "clawback" provision. The article talks about how Lane4, the developers in charge of the Three Trails redevelopment, have purchased Bannister Mall from the former owners for $12 million, or $70 per square foot. Those of you hoping to head to the Downtown Marriott in KC for the Missouri Developmental Finance Board hoping to see the Bannister Mall funding finally be approved, can cancel your plans and go ahead and go to work. The state tax credit for the development has been delayed again. According to an executive assistant to the board, the plan is not ready for a second presentation to the board. An article has come out today in the KC Business Journal talking about the redevelopment of the 3 Trails area, that includes the construction of the Wizards soccer specific stadium. Unfortunately, it's not good news. Due to the increase in construction costs recently, Lane4, OnGoal, and the other redevelopers are having to up their request for state tax credits from $10 million to $30 million. Local Media Picks Up on Stadium Delay

NBC Action News here in KC has picked up on the continued delays in the process to get Bannister Mall torn down so that the Wizards stadium and a new shopping area can go in. As I've stated previously, the project is only needing one final approval before construction on the site can begin. Once that is done, then the construction on the stadium can actually begin. State Budget Passed Stadium Moving Along

Missouri Governor Matt Blunt today signed the Missouri budget for this coming fiscal year. Part of the budget included the state TIF funding for the Bannister Mall redevelopment and the Wizards soccer stadium.

I'd mentioned recently how the Missouri budget had been stuck in the state House after some disagreements with the Senate on some things in the funding. As I'd mentioned earlier, the stadium is part of the budget, but was not the part that was causing problems. Full 3 Trails TIF Plan

Thanks to a poster on bigsoccer, we now have the full TIF plan for the 3 Trails Development (WARNING: it's 60 MBs). The 794 page document outlines the entire plan that is in front of the state. Today was the final day for Richard Tolbert and the Save Bannister Group to turn in their signatures for saving Bannister Mall. And the grand total of signatures turned in? TWO!!! Tonight on 980 KMBZ AM here in Kansas City, Richard Tolbert basically admitted the group did not have the signatures required to put the 3 Trials TIF funding on the ballot. While on the radio talking about the campaign to recall Kansas City Mayor, Mark Funkhouser, the hosts asked Tolbert about his Bannister petition and if he had the signatures. Apparently, Richard Tolbert and the Save Bannister group are struggling for their signatures. So much so that they are planning to change their tactics on trying to save the mall.

It's not over yet. The hopes of Wizards fans, and South KC residents that after tomorrow Richard Tolbert would be gone from our minds will have to wait. Tomorrow was supposed to be the date that Tolbert had to have his 8500 signatures to put the redevelopment funding on an upcoming ballot. Last week, Robb Heineman was on Sports Radio 810 here in Kansas City, on Between the Lines with Kevin Kietzman. The Wizards have posted the interview on their website, you can listen to it here.

Council Passes 3 Trails TIF

The KC City Council today unanimously passed Lane4 and the Wizards TIF plan for Bannister Mall today, 13-0. As I stated yesterday, the one doubt had been Mayor Funkhouser. Funkhouser again in the meeting today stated his stance on Super TIFs, but then stated that he realized for this redevelopment, a Super TIF was required for it to succeed. The Finance Committee has passed the Three Trails TIF plan today unanimously, putting to the city council for it to be passed. The other good news from this article is the news at the end of the beginning of the fourth paragraph.
But a late amendment that would give the city the opportunity to remain engaged
with the financing of the project while it is being reviewed for state
assistance persuaded the mayor to drop his objections.

Big Bannister Week

I've said it before, but this week is a big week for the Wizards, Lane4, Bannister Mall, and the Three Trails TIF. After the Finance Committee tabled voting on the plan last week, it is back on the agenda again for the meeting tomorrow at 8:15 at City Hall.

Residents Talk

Along with the whole finance meeting and Funkhouser saying that the Super TIF should be removed, local residents around the mall are speaking up.

The Star article I posted in the Funkhouser post has a few South KC residents talking in it. They're wanting this thing passed, and the fact that Funkhouser seems to be dragging his feet looks to them as though Funkhouser cares nothing about the South side of town. Click to continue reading...

Mayor Funkhouser Says No Super TIF

Mayor Mark Funkhouser has made his feelings known on the redevelopment plan of Bannister Mall and the surrounding 3 Trails Area. He's excited about the plan. But he is not going to sign off until more discussion has taken place, including the dropping of the Super TIF requirement.

Kansas City Mayor, Mark Funkhouser, will make have his first public session on the Lane4/Wizards Bannister Mall TIF tomorrow at the Kansas City Council Finance Committee meeting. The meeting is at 8:15 am on the 10th floor of City Hall, at 414 East 12th Street. This is another big hurdle for the plan, as Mayor Funkhouser ran for mayor on a reformation of the TIF platform. The average paid attendance is expected to be 13,500 for 20 Wizards games.

TIF Commission Gives Wizards/Bannister Unanimous Support

A quick post. The TIF Commission has given unanimous approval for the Three Trails District TIF Plan proposed by Lane4, that includes a Wizards SSS. Big day. The plan now goes before the city council in late November/early December, and from there, goes to the state assembly for approval in early 2008. The fate of Lane4 and the Kansas City Wizards plan for the redevlopment of the Bannister Mall area will likely be decided tomorrow morning. The Kansas City TIF Commission will meet tomorrow morning at 9:30 AM in a special meeting to discuss the plan. By all accounts that I've heard, the plan seems to have a good shot at passing. The TIF Commission of Kansas City has decided to hold a special meeting on Wednesday Nov. 7 to review the $943 million redevelopment proposal for Bannister Mall and surrounding area. My understanding is this does include what remains of Benjamin Stables. Aaron March, a lawyer with White Goss Bowers March Schulte & Weisenfels PC who is representing Three Trails Redevelopment LLC asked the commission to hear its request a week before the next regular TIF meeting.
